Rural Safety
Rural Opportunities to Use Transportation for Economic Success (ROUTES) is a Department-wide initiative to address disparities in rural transportation infrastructure. PHMSA understands the vital role rural communities have in advancing the safe and reliable transport of hazardous materials via pipeline and other modes of transportation. Within PHMSA, the Offices of Pipeline Safety (OPS) and Hazardous Materials Safety (OHMS) provide education, training, and outreach to communities and promote innovative safety technologies through grants and other assistance programs.
An important component of PHMSA's mission is to promote safety through education, safety awareness, and outreach. OPS and OHMS offer outreach and training opportunities through a variety of programs and services.

Hazmat Materials Safety
PHMSA oversees comprehensive grant programs that are designed to help State, local and Tribal governments, academia, pipeline operators, and individuals in their efforts to promote damage prevention of pipelines, modernize and replace legacy pipelines, prepare and educate first responders of transportation incidents involving hazardous materials, and develop new technologies to improve both hazmat and pipeline safety. Additionally, both the pipeline safety and hazmat safety grant programs have helped foster partnerships with local communities and universities to promote pipeline awareness campaigns, provide resources for emergency preparedness, development of pipeline resources and information, and the implementation of best practices regarding pipeline and hazmat safety nationwide.
