About the Office

The Mission of the Office of the Chief Financial Officer is to provide exceptional budget, financial, information technology and acquisition support services to the agency. The office is also responsible for offering direction and advice for human resources management, training and development programs, strategic and organizational planning and management, safety operations, and workforce analysis, as well as leadership and general direction for PHMSA's succession and workforce planning needs.

Office of the Chief Financial Officer Divisions

Budget and Finance

The Budget and Finance Division supports PHMSA's mission and operations by promoting good fiscal management over financial resources PHMSA administers. This includes budget formulation, budget execution, accounting, financial reporting, and audit.

Acquisition Services

The Acquisition Services Division provides full procurement support and financial assistance business processes. The Division is responsible for guidance and oversight of acquisition policy, award, and administration of PHMSA's business arrangements.

Human Resources

Serves as advisors to our management and assist them in recruiting, nurturing and retaining a highly skilled workforce to accomplish the critical mission of the agency, and grow the next generation of PHMSA's employees. The HR team also serves our staff in the areas of training, benefits services and labor and employee relations. Additionally, we assure the adequacy of the human resource and personnel management programs that include recruitment, professional development, and human capital management.

Information Resources

The Information Resources Division provides data and information technology services to support the agency's safety mission through reliable, secure, and integrated technology solutions.

Administrative Services

The Administrative Services Division provides real property acquisitions, space planning and utilization, and logistical support for PHMSA Headquarters and Regional offices. The administrative services team also manages the Agency's directives management program, administrative policies and procedures development, and personnel security.

Strategic Planning and Process Management Division

The Strategic Planning and Process Management Division coordinates PHMSA's input to the DOT Annual Performance Plan and Performance Report. The division supports regulatory coordination and facilitation by working with the PHMSA program offices to look for opportunities to reduce delays and improve the quality of PHMSA's rulemakings. The division also serves as the central point of contact for the Office of Inspector General (OIG), Government Accountability Office (GAO), and the National Transportation Safety Board (NTSB).

Safety Management Office

The Safety Management Office (SMO) is tasked with ensuring PHMSA's operations uphold a salient link to its Safety Mission. The SMO manages various programs that emphasize PHMSA's commitment to safety. These programs include PHMSA's Key Performance Indicator (KPI) Program, Energy and Sustainability, Occupational Safety and Health (OSH), and Enterprise Risk Management (ERM).
