About the Office
The PHMSA Office of Civil Rights provides advice and assistance to PHMSA senior management, other PHMSA officials and employees and stakeholders on all matters relating to: civil rights, equal employment opportunity (EEO), diversity and external civil rights programs (Title VI, Age Discrimination, Environmental Justice (EJ), Limited English Proficiency (LEP) and the Americans with Disability Act (ADA). PHMSA's civil rights mission includes non-discriminatory use of Federal funds by recipients of PHMSA assistance. PHMSA conducts compliance reviews and assessments to determine if the recipient's efforts under the external civil rights program are in compliance.

Employee Services
Provides oversight of Equal Employment Opportunity (EEO) complaint procedures as well as administers Special Emphasis and Minority Serving Institutions programs.
Public Services
Provides monitoring and ensures compliance of all civil rights laws and regulations prohibiting discrimination in programs and activities receiving PHMSA funding.
