Dear Mrs. Buchholz:
This is in reply to your letter of February 21, 1974, in which you inquire about master meter systems.
This office has defined a master meter system to include a mobile home park which is supplied gas by a public utility through a master meter, and, in turn, distributes the gas through mains and service lines to the ultimate consumers who may or may not be individually metered. The mains and lines distributing the gas downstream of a master meter are a distribution system that is subject to safety regulation under the Natural Gas Pipeline Safety Act of 1968. We realize the difficulty which you and persons in similar situations have in understanding and complying with applicable safety regulations. We are working toward alleviating this problem where Federal requirements are concerned.
Thank you for your interest in gas pipelines safety.
Sincerely,
Joseph C. Caldwell
Director
Office of Pipeline Safety
