Dear Mr. Wilson:

This is in reply to your letter of December 20, 1970, concerning your responsibility for service lines downstream of the customer meter and on the customer's property.

Section 192.3, 49 CFR, of the Minimum Federal Safety Standards defines a service line as a distribution line that transports gas to a customer meter set assembly from a common source of supply. It is our contention that under this regulation the burden is on the operator to ascertain the safe condition of the customer service lines to which has is delivered.

Our regulations do not apply to the question of who performs the installation of lines or who bears the cost installation.
