PHMSA Pipeline Annual Report Changes for Calendar Year 2024 (reports submitted in 2025)

Pipeline operators are in the midst of submitting calendar year 2023 annual reports to PHMSA with data as-of 12/31/2023.  During 2024, pipeline operators may need to change their internal systems for collecting excavation damage data for annual reports due in 2025.
 
Hazardous Liquid and Carbon Dioxide Annual Report
In late March 2023, the Office of Management & Budget (OMB) approved adding Part R to collect excavation damage data – damages and number of one-call tickets.  Since OMB approved the change part-way through 2023, PHMSA did not expect operators to have the requested excavation damage data for the first three months of 2023.  Rather than collecting a partial year of data for 2023, PHMSA will begin collecting Part R data with CY 2024 reports submitted to PHMSA in 2025.  The remaining changes to the Hazardous Liquid and Carbon Dioxide Annual Report attempt to fully align Parts J (miles by % SMYS) and K (safety-regulated gathering) with 49 CFR Part 195.  The changes in Parts J and K will also be deferred until CY 2024 reports submitted to PHMSA in 2025.
 
Gas Distribution Annual Report
In June 2023, OMB approved changing and expanding the number of excavation damage root cause options in Part D.  To ensure operators have captured the new root cause values for a full year, PHMSA will implement the information collection change with CY 2024 reports submitted to PHMSA in 2025.
 
Gas Transmission and Gathering Annual Report
During 2023, OMB approved two sets of changes.  Since OMB approved the changes part-way through 2023, PHMSA does not expect operators to have the requested data for all of 2023.  Rather than collecting a partial year of data for 2023, PHMSA will begin collecting the new data with CY 2024 reports submitted to PHMSA in early 2025.  Changes for the CY 2024 annual report are:

  1.  Adding condition repair categories for 49 CFR §192.710 segments in Part F
  2.  Adding excavation damage data – damages and number of one-call tickets - in Parts M4 and M5
