PHMSA COVID-19 Emergency Special Permits
In support of the critical need to move hazardous materials during the COVID-19 public health emergency, PHMSA is issuing hazardous materials emergency special permits and approvals to entities seeking exemptions from specific requirements within the Hazardous Materials Regulations. The special permits and approvals are necessary in helping to prevent the spread of the COVID-19 virus, as well as for response and remediation efforts associated with the current emergency.
To date, PHMSA has issued the following emergency special permits:

|SP 21025||Multiple Grantees||To authorize the filling and offering for transportation in commerce of certain DOT specification cylinders that are up to 12 months overdue for periodic requalification for relief efforts during the COVID-19 Public Health Emergency.||10/31/2020|
|SP 21031||Hexagon Lincoln||To authorize the filling and offering for transportation in commerce of non-DOT specification composite overwrapped pressure vessels manufactured under DOT-SP 14951 that are up to 12 months overdue for periodic requalification during the COVID-19 Public Health Emergency.||10/31/2020|
|SP 21042||Multiple Grantees||To authorize the offering for and transportation in commerce of certain 55-gallon drums containing residue of Class 3, Packing Group II disinfectant that have not been closed in accordance with the manufacturer’s closure instructions during the COVID-19 Public Health Emergency.||10/31/2020|
|SP 21052||Siena Plastics||To authorize the manufacture, mark, sale and use of plastic jerricans that have not passed the 28-- day stack test while testing is being completed.||6/16/2020|
