Hazmat Special Permits
A special permit (previously called an exemption) is a document issued by the Associate Administrator under the authority of 49 USC 5117 permitting a person to perform a function that is not otherwise permitted under subchapter A or C of this chapter, or other regulations issued under 49 USC 5101. PHMSA is committed to public involvement and transparency in special permit proceedings and publishes notices of every application that is not a renewal, party to, or emergency special permit application.
