Respondent was assessed a civil penalty of $9,600 for two violations of the HMR when it transported in commerce a quantity of hazardous materials requiring placarding of the transport vehicle, under a registration that has been falsified or altered without the consent of issuing authority, and without having registered with the U.S. DOT, Hazardous Materials Registration Program and paid a registration fee; and allowed an employee to perform a function subject to the requirements of the HMR, without creating and maintaining records of general awareness, function-specific, safety, and security training for each hazmat employee.
