FMS customers must apply for an EX Approval for the return of any Hazard Class 1 material to the U.S. when commercial conveyance is used. Applications submitted in accordance with the Defense Security Cooperation Agency (DSCA) Policy are evaluated timely; submissions not in accordance with the DSCA policy often encounter delays due to missing or incomplete information.
