Office of Hazardous Materials Safety Field Operations Enforcement Operations Manual
Version 2.1 provides definition for "serious incident" which is one of the criteria used when reviewing regulated entities for consideration to be part of the Systems Integrity Safety Program (SISP).
Here is a description of some of the major changes from the previous version last published in August, 2010:
- Agency Mission and Vision was added
- Organization Structure and Office names changed (e.g., Chief Investigators, no more National Inspection teams)
- Updated Roles/Responsibilities of leadership positions in Field/HQ
- Accident Investigation Program described in more detail
- Updates to the Fitness Review program
- More extensive set of key definitions of terms
- Format was revised to shift away from standalone procedures to a more holistic approach to conducting a work activity
- Interagency Agreements and Commonly Used Forms are included in the Appendices
- Updated safety procedures & required personal protective equipment
- Expanded discussion on the use of updated investigator tools and resources to document work
- Expanded discussion of the SISP program roles & agreements
