Respondent was assessed a civil penalty of $ for two violations of the HMR when it offered for transportation in commerce calcium carbide, a dangerous when wet hazardous material, in packagings (metal drums) which were not authorized because they did not meet a UN performance standard (violation No. 1), and which were not marked with the proper shipping name and identification number of this material and to which hazard class warning labels were not attached (violation No. 2).
