Respondent was assessed a civil penalty of $6,375 for two violations of the HMR when it represented and certified a UN standard packaging as having passed continuing qualification testing, while failing to properly test and inspect the intermediate bulk container; and filled and offered a packaging certified as a UN standard package and failing to close the packages in a manner consistent with the package closure instructions.
