Respondent was assessed a civil penalty of $22,700 for three violations of the HMR when it offered corrosive hazardous materials for transportation in commerce in packagings which were not marked or labeled as containing a hazardous material, which were not accompanied by a shipping paper describing the materials as hazardous (violation No. 1), and which were not authorized for these materials (violation No. 2), and Respondent allowed its employees to perform functions subject to the requirements in the HRM when the employees had not received hazmat employee training (violation No. 3).
