Respondent was assessed a civil penalty of $14,700 for three violations of the HMR when it offered two liquid corrosive hazardous materials for transportation in commerce when (a) the packagings used to ship one of the materials were not authorized because the packagings were not marked as meeting a UN performance standard in the HMR (violation No. 1) and were not marked with the complete proper shipping name or orientation arrows (violation No. 2), and (b) the shipping papers accompanying both materials did not properly describe the materials, and did not include a shipper’s certification (violation No. 3).
