Respondent was assessed a civil penalty of $2,000 for two violations of the HMR when it offered for transportation in commerce a hazardous material, "RQ, UN 1 791, Hypochlorite Solutions, 8, PG 111" packaged in 31H2 Intermediate Bulk Containers (IBC), and offloaded (discharged) the hazardous materials from the IBC, without removing the IBC from the transport vehicle; and offered for transportation in commerce "UN 1791, Hypochlorite Solutions, 8, PG 111" and "UNI 760, Corrosive Liquid N.O.S. (Hydrochloric Acid), 8, PGIII", accompanied by a shipping paper, which did not list the proper units of measurement; number, and type of packages; the packing group or using an incorrect packing group number; included additional unauthorized information interspersed in the basic description; and failed to include the letters "RQ" for a hazardous substance.
