Respondent was assessed a civil penalty of $3,000 for two violations of the HMR when it represented, marked, and certified DOT specification and special permit compressed gas cylinders as qualified for continued service on days when it had failed to verify the accuracy of its hydrostatic retest equipment as required (violation No. 1) and it failed to maintain complete and accurate records of inspection and retest (violation No. 2).
