Respondent was assessed a civil penalty of $43,350 for two violations of the HMR when it offered for transportation, in commerce, a hazardous material (UN3480, Lithium ion batteries, 9, PG II), while failing to comply with Competent Authority Approval CA2010060004, by offering the hazardous material for transportation by passenger and cargo aircraft in unauthorized packaging, and failing to provide training to hazardous material employees on the requirements of the approval; and it offered for transportation, in commerce, a hazardous material (UN3480, Lithium ion batteries, 9, PG II), that is forbidden for transportation by passenger aircraft, while failing to label the packages "CARGO AIRCRAFT ONLY."
