Respondent was assessed a civil penalty of $4,925 for two violations of the HMR when it offered for transportation in commerce shipments of Packing Group I and II Class 3 flammable liquid hazardous materials greater than 3,000 liters in a single packaging, when it had failed to develop and adhere to a security plan that included measures to address personnel security and en route security (violation No. 1), and its hazmat employees had not received in-depth training concerning its security plan and its implementation (violation No. 2).
