Respondent was assessed a civil penalty of $4,130 for two violations of the HMR when it represented, marked, and certified DOT specification and special permit compressed gas cylinders on days when it failed to assure the accuracy of its retest equipment to within ±1.0% at pressures within 500 psi of the pressures at which it retested cylinders that day (violation No. 1), and it failed to maintain a copy of its current RIN issuance letter at the location where requalification is performed (violation No. 2).
