Respondent was assessed a civil penalty of $7,800 for two violations of the HMR when it failed to condemn a DOT-SP 7235 cylinder which had exceeded its prescribed authorized service life of 15 years from the date of manufacture; and it represented and certified a DOT-SP 7235 cylinder as having been properly requalified, in accordance with the HMR, while failing to maintain complete inspection records, as prescribed by section 180.215(b).
