Respondent was assessed a civil penalty of $15,950 for three violations of the HMR when it offered for transportation in commerce a flammable liquid hazardous material in packagings that were not authorized because they were not marked as meeting a UN performance standard in the HMR (violation No. 1), which were not accompanied by a shipping paper properly describing the material as hazardous (violation No. 2), and when the outer packagings were not marked with the UN identification number of the material and did not have a hazard class warning label affixed (violation No. 3).
