Respondent was assessed a civil penalty of $7,490 for two violations of the HMR when it offered for transportation in commerce hazardous materials, while failing to provide to hazardous materials employees general awareness, function-specific, safety, and security awareness training, as well as recurrent training; and offered for transportation in commerce hazardous materials, while failing to include on the shipping paper the unit of measure of the quantity of hazardous materials.
