Respondent was assessed a civil penalty of $7,050 for two violations of the HMR when it represented and certified combination packagings as meeting the applicable UN4G performance standards in the HMR when (a) the packagings were not conditioned as required before performing the drop test and (b) the stacking test was performed by the dynamic compression method (violation No. 1), and it allowed its employee to perform functions subject to requirements in the HMR when the employee had not received security awareness training and records of hazmat employee training were not retained (violation No. 2).
