Respondent was assessed a civil penalty of $14,719 for four violations of the HMR when it offered for transportation, and transported, in commerce, a hazardous material (UN1075, Liquefied petroleum gas, 2.1), and it failed to check and test its delivery vehicle’s emergency discharge capabilities; it used a cargo tank that was past due the periodic test and inspection; it failed to carry on or within the delivery vehicle written emergency discharge control procedures; and it failed to develop and adhere to a security plan.
