Respondent was assessed a civil penalty of $11,240 for three violations of the HMR when it offered for transportation, and transported, in commerce, a hazardous material (UN1017, Chlorine, 2.3 (5.1,8), PIH Zone B), and others, without developing and adhering to a security plan, as required; it used shipping papers which either failed to list an emergency response telephone number, or listed an unauthorized emergency response telephone number; and it allowed its hazmat employees to perform a function subject to the requirements of the HMR without providing hazardous materials general awareness and security training.
