Respondent was assessed a civil penalty of $11,400 for three violations of the HMR when it offered for transportation in commerce and transported in commerce combined shipments of explosive hazardous materials on the same vehicle, when the containers or compartments in which Division 1.1D boosters and 1.5D explosives were transported did not meet the construction requirements in IME Safety Library Publication 22 (violation No. 1), it offered for transportation in commerce and transported in commerce its "ANFP P WR" product, an explosive hazardous material, in packagings which were not marked with the proper shipping name for this material, (violation No. 2), and it allowed employees to perform functions subject to the requirements in the HM, when it failed to create and retain records of hazmat employee training (violation No. 3).
