Respondent was assessed a civil penalty of $21,680 for three violations of the HMR when it offered for transportation in commerce a corrosive hazardous material in packagings which were not authorized because they were not marked as meeting a UN performance standard in the HMR (violation No. 1); two hazardous materials without any indication that they were hazardous, making these undeclared shipments (violation No. 2); and it made these shipments when Respondent's employee who prepared these materials for transportation had not received hazmat employee training (violation No. 3).
