Respondent was assessed a civil penalty of $7,000 for one violation of the HMR when it offered isopropanol solution, a flammable liquid hazardous material, for transportation in commerce in a combination packaging marked as meeting a UN performance standard in the HMR, when the packaging had not been assembled and closed in the same manner as tested and in accordance with the manufacturer¿s closure instructions.
