Respondent was assessed a civil penalty of $8,200 for four violations of the HMR when it transported in commerce, UN1075, Liquefied petroleum gas, 2.1, in a large bulk quantity while failing to develop and adhere to a security plan; transported a hazardous material in commerce contained in a cargo tank motor vehicle, while failing to create and maintain a monthly delivery hose assembly and piping inspection report with all required information; allowed hazardous materials employees to perform a function subject to the hazardous materials regulations when hazardous materials employees had not received security awareness training; and transported in commerce UN1075, Liquefied petroleum gas, 2.1, contained in a cargo tank motor vehicle (CTMV), while failing to carry written emergency discharge control procedures for all delivery operations on or within the CTMV.
