PHMSA encourages all recipients of Federal financial assistance to use small business concerns owned and controlled by socially and economically disadvantaged individuals in their projects. These businesses include small businesses,disadvantaged business enterprise (DBE), veteran-owned and service disabled veteran-owned small businesses.

PHMSA does not currently have statutory authority to administer a DBE program like those in place at the Federal Highway Administration, Federal Transit Administration and Federal Aviation Administration. PHMSA fully supports the objectives of DBE programs and all PHMSA's grantees are required to avoid discrimination in contracting. For further information, you can contact the DOT OSDBU.
