Docket Order: PHMSA-2016-0017

Respondent was assessed a civil penalty of $21,038 for four violations of the HMR when it offered for transportation, and transported, in commerce, explosives, while failing to package the materials in authorized packaging; without shipping papers, properly marking and labeling the packages, or placarding the transport vehicle; on a single transport vehicle in a container or compartment that did not meet minimum construction requirements and that were not properly segregated; and it failed to register with the Department.

Desco Carbonic Inc. d.b.a. Knox Fire Extinguisher

On April 28, 2005, the Office of Chief Counsel issued an Order to Desco Carbonic Inc., d.b.a. Knox Fire Extinguisher (Respondent), finding Respondent had committed the following three violations of the Hazardous Materials Regulations (HMR), and assessing a penalty in the amount of $1,950: Violation No. 1.
