Pipeline operators and other stakeholders may request a written regulatory interpretation pursuant to 49 CFR 190.11(b). PHMSA makes available online each incoming interpretation request and allows for the submission of public comment. Before issuing a written interpretation, PHMSA will consider comments received on or before the comment closing date. Comments will not be responded to directly. Any comments received after the closing date will be considered if practicable.

To submit comments on an interpretation under review, click the 'Submit Comment' link for the corresponding interpretation. Comment submissions will be accepted for 30 days after the interpretation letter is posted.
