This notice proposes new regulations to provide for the safe transportation of carbon dioxide by pipeline facilities. Section 211 of the Pipeline Safety Reauthorization Act of 1988 (Pub. L. 100-561) requires that the DOT regulate such pipelines under the hazardous liquid pipeline safety regulations.
