This final rule establishes new safety regulations governing the transportation by pipeline of carbon dioxide in a supercritical state. The regulations for carbon dioxide are similar to the regulations for hazardous liquids. Section. 211 of the Pipeline Safety Reauthorization Act of 1988 (Pub. L. 100-561) requires that the DOT regulate carbon dioxide which is transported by pipeline facilities.
