This notice proposes to establish minimum requirements for the conversion of existing steel pipeline to liquid service. The proposal is issued in response to a petition by the American Petroleum Institute (API). The new regulations would eliminate the burden and delay of accomplishment of conversion through the current waiver process while at the same time providing the necessary level of safety.
