This interim final rule establishes regulations requiring response.plas for cetain pipelines that transport oil. Thesoegulations are mandated by'he.Federal Water Pollution Control Act, as amended by the Oil Pollution Act-of IW0 (OPA 90). The purpose of thesereiquirements is to improve response capabilities and minimize theenviranmeital impact of oil dischages rom pipelines. Although RSPA is issuingan hawim -final rule, t invites comments and will,if appropriate, make changes to the rule.
