Archived Rulemaking: Reporting Unsafe Conditions on Gas and Hazardous Liquid Pipelines and Liquefied Natural Gas Facilities

 Operators of gas pipelines and associated liquefied natural gas (LNG) facilities and hazardous liquid pipelines would be required to report unsafe conditions in addition to the incidents or accidents they currently are required to report. These new reporting requirements were mandated by the 99th Congress in the pipeline safety authorization act for fiscal year 1987, Pub. L. 99-516 (October 22, 1986). The reports are intended to prevent known unsafe conditions from going uncorrected by prompting government intervention, if needed, to avoid the occurrence of an incident of accident.
