This final rule sets forth regulations that require each State to adopt or seek to adopt a one-call damage prevention program as a condition to receiving a full grant-in-aid for the State's pipeline safety compliance program. The final rule implements section 303(a) of the Pipeline Safety Reauthorization Act of 1988 (Reauthorization Act) (Pub. L. 100-561; October 31, 1988), which directs the Secretary of Transportation to require each State to adopt a one-call damage prevention program for the establishment, operation, and enforcement of one-call notification systems. The intended effect of these regulations is to reduce the incidence of excavation damage to gas and hazardous liquid pipelines and other underground facilities.
