In response to petitions for reconsideration, this final rule provides regulatory relief from the final rule for materials posing a hazard due to their being offered for transportation or transported at elevated temperatures. It offers exceptions from packaging requirements for asphalt kettles and authorizes continued use of certain packaging now in service for the transportation of elevated temperature materials. In addition, this final rule contains editorial and technical corrections to the final rule.
