Operator compliance with the pipeline safety regulations is critical to preventing pipeline accidents and incidents. Goals of PHMSA's outreach program for the 2019 Safety of Hazardous Liquid Pipelines are to expand awareness and knowledge of the final rule to PHMSA stakeholders through outreach and education by:

1. Identifying and educating all HL operators of the new requirements.
    
2. Educating PHMSA and PHMSA State partners of the new requirements with the 2019 Safety of Hazardous Liquid Pipelines Rule.
    
3. Providing outreach to the Pipeline trades on the new requirements for with the 2019 Safety of Hazardous Liquid Pipelines Rule.
