Operator compliance with the pipeline safety regulations is critical to preventing pipeline accidents and incidents. Goals of PHMSA's outreach program for the 2025 IBR Standards Update Rulemaking are to expand awareness and knowledge of the IBR Standards Update final rules and the new gas distribution, gas transmission and hazardous liquid operator requirements to PHMSA stakeholders through outreach and education by:

1. Identifying and educating all GD, GT and HL operators of the new requirements.
    
2. Educating PHMSA and PHMSA State partners of the new requirements with the 2025 IBR Standards Update Rules.
    
3. Providing outreach to the Pipeline trades on the new requirements for with the 2025 IBR Standards Update Rules.
