Objectives

PHMSA published several rules in 2025 to update 37 reference standards under 49 CFR Parts 192 & 195. A series of Direct-to-Final rules was published on July 1, 2025, including 18 standards. On August 21, 2025, RIN 2137-AF49, known as Periodic Standards Update II, was published and includes 19 additional standards and other amendments.

The rule advances the Office of Pipeline Safety by leveraging innovative technologies and standard industry practices to make pipeline transportation safer and more sustainable. This implementation plan supports the achievement of rule objectives by developing materials for use by inspectors and investigators in OPS inspection and enforcement. Collectively, the actions prescribed under this plan align with PHMSA's mission to educate and enforce this standard.

The Final Rule affects natural gas pipeline and storage facilities, including gas transmission, distribution, gathering, underground storage, and hazardous liquid pipeline facilities. These pipelines are subject to the requirements in Title 49 CFR Parts 192 and 195. This rulemaking impacts federal and state pipeline safety programs.
