Operator compliance with the pipeline safety regulations is critical to preventing pipeline accidents and incidents. Goals of PHMSA's outreach program for the Class Location Change Rulemaking are to expand awareness and knowledge of the Final Rule to PHMSA stakeholders through outreach and education by:

1. Identifying and educating operators of the new requirements.
2. Educating PHMSA and PHMSA State partners of the new requirements within the Final Rule.
3. Providing outreach to the industry on the new requirements for with the Final Rule.
