Congressional Mandates
The Pipeline and Hazardous Pipeline Safety Administration (PHMSA) is regulated by several congressional mandates, which ensure the agency’s commitment to safety. These mandates include the Pipeline and Hazardous Pipeline Safety, Regulatory Certainty and Job Creation Act of 2011 and Pipeline Safety Improvement Act of 2002 (PSIA-2002) , which calls upon the Department of Transportation (DOT) to “carry out a program of research, development, and demonstration and standardization to ensure integrity of pipeline facilities.” These mandates allow for the development of several programs including an Interagency Research and Development Five-Year Program Plan.
