Dear Mr. Moyer:

This responds to your letter of November 1, 1993, requesting that we better define the term "closure" in 49 CFR 195.124.

Closure as used in §195.124 is a device used for access to the interior of the pipeline system, including that used on hazardous liquid pipeline scraper launching and receiving vessels commonly referred to as "scraper traps."

The term "closure" also includes a blind flange. Such flanges may be constructed to meet American National Standards Institute B16.5 as provided in the ASME Boiler and Pressure Vessel code referenced in §195.124. The B16.5 code is an acceptable industry standard for the construction of a blind flange.
