Dear Ms. Brunner:

With regard to your April 26, 1990, letter to Cesar De Leon, I have enclosed a copy of our recent letter to Thomas Robertson of the Sierra Pacific Power Company, which discusses application of our drug testing rules to meter readers. Also enclosed are copies of our guidelines on application of the drug testing rules in general.

Please feel free to comment at your convenience on Sierra"s March 23, 1990, letter to us and our response. We have no procedural regulations governing communications from parties, such as Sierra, that request clarification of regulations we administer. In general, such communications are reviewed and answered in house, without inviting public participation.
