Dear Mr. Pordy:

This refers to your letter of August 6, 1976, asking whether this Office has approved a marking
system for use by operators in connection with the requirements of Article 3, Section 12 of the
Code of the County of Fairfax, Virginia, relating to the marking of utility lines at the site of an
excavation.

The Federal safety standards applicable to marking pipeline systems are contained in 49 CFR
192.707 for gas pipelines and 49 CFR 195.410 for liquid pipelines. These standards provide
general marking requirements and do not concern marking upon specific requests by persons
about to excavate in the vicinity of a pipeline. Marking of this type is not presently governed by
any Departmental standards or guidelines. It is done at the discretion of the operator concerned
or is a matter for State or local law.
