Dear Dr. Carroll:

This refers to your letter of July 12, 1975, concerning the safe
level that pipelines carrying gasoline should be buried.

Enclosed is a copy of 49 CFR Part 195, Section 195.248 of which
prescribes minimum cover requirements for construction of new,
relocated, or replaced pipelines carrying hazardous liquids. The
cover requirements are not mandatory for pipelines in operation
before April 1, 1970.

In general, the need for cover or other means of protecting a
pipeline depends on conditions which may adversely affect its
operation. We will be glad to investigate the safety of the
lines in question at 55th and State Avenue, Kansas City, if you
will first tell us the basis for your belief that the lines are
currently placed at an unsafe level. What adversities are
affecting their operation? In this regard, do you have a
newspaper or other account of the explosion which occurred
indicating its relation to operation of the pipelines in
question?
