Dear Mr. Searcy:

Your letter of January 6, 1975, asks whether 49 CFR 192.611 applies to pipelines operating at
any pressure. Although this rule applies to pipelines operating at any pressure, it is only relevant
to a pipeline operating at a pressure which produces a hoop stress of more than 40 percent of the
pipeline's specified minimum yield strength.
